POPE CONDEMNS SOCIALISM .sx CAPITAL & LABOUR ENCYCLICAL .sx PRESENT SYSTEM'S TYRANNIES .sx DEMAND FOR FAIRER WAGES .sx VATICAN CITY , Friday .sx To Roman Catholic Socialists the world over the new encyclical on social and economic problems , a resume of which was issued from the Vatican to-day and broadcast by Pope Pius himself this afternoon will come as a bombshell .sx " No one can be at one and the same time a good Roman Catholic and a true Socialist , " says the Pope .sx He goes on to appeal to " sons who have strayed into the ranks of Socialism to return to the church .sx " He also addresses some hard words to industrial plutocrats , at one end of the social scale , and to Communists at the other .sx To the plutocrats he speaks of " tyrannical " ; to the Communists he says that their teachings are in no way reconcilable with Church doctrine .sx The new encyclical is a revision of the famous " Rerum Novarum , " issued just forty years ago to-day .sx This earned for its author , Pope Leo XIII .sx , the soubriquet of " The Workman's Pope .sx " and has been regarded as the Charter of the Roman Catholic Church's attitude towards social problems .sx Pius XI .sx , in the present encyclical , does not condemn the existing Capitalistic system as bad in itself , but denounces its profound deformities and the abuses that vitiate it .sx The encyclical declares :sx " Capital and Labour are two essential elements of the modern economic regime .sx Neither the one nor the other has any right to demand the whole of the produce of their common effort .sx The economic regime must be reorganised and brought into conformity with the standards of social justice in order to assure the fairest distribution of the products of the combined effort of Capital and Labour .sx THE PURPOSE OF WAGES .sx " The common people must gradually rise to the position of modest comfort that is afforded by property .sx Wages must be enough to cover not only a man's needs but the burdens of his family , and to furnish the means of improving the family's conditions .sx " The wild competition of aforetime has given place to a concentration of economic power throughout the world in a few hands , a concentration and predominance which degenerate into a tyrannical despotism .sx The remedy is a return to the salutary principles of Roman Catholic social philosophy and their judicious application to the regime of Capital and Labour .sx " Socialism , continued the encyclical , flattered itself that it had found a radical remedy , but that remedy has proved worse than the disease .sx Socialism had lately evolved in two directions .sx One was Communism , which could not in any way be reconciled to Church doctrine , and the other was a sort of mitigated Socialism .sx This new Socialism was in several ways consonant with Roman Catholic principles , but was in general at variance with the true conception given by the Gospel , and was irreconcilable with it .sx No one could be at one and the same time a good Roman Catholic and a true Socialist .sx The Pope concludes with an appeal for the co-operation of men of good will .sx - Reuter .sx ELECTORAL BILL CHANGES .sx UNIVERSITY VOTE LIMIT .sx USE OF MOTOR-CARS .sx Our POLITICAL CORRESPONDENT .sx Mr. Clynes has given notice of a number of amendments to the Electoral Reform Bill , which will be discussed when the measure comes up for consideration on report in the House of Commons on Wednesday and Thursday next .sx The Government have accepted the decision of the House in committee in favour of the retention of the universal seats .sx It will be remembered that the Socialists were heavily defeated on their original proposal to abolish the separate representation of universities , and the Home Secretary is now suggesting a means of limiting the voting for university candidates .sx He intends to move a new clause in these terms :sx " Every person registered as a Parliamentary elector for a constituency shall , while so registered ( and , in the case of a woman , notwithstanding sex or marriage ) be entitled to vote at an election of a member to serve in Parliament for that constituency , but a person shall not vote at a general election for more than one constituency .sx " This clause will prevent any person who has a university vote from exercising it unless he or she decides to abstain from voting in any other constituency on the strength of a residential qualification .sx Mr. Clynes will propose that the method of the alternative vote should not be applied to university constituencies but that the system of proportional representation should , in their case , continue .sx The Home Secretary also intends to amend the provisions in the bill with respect to motor-cars .sx He will move that the use of vehicles for the purpose of conveying electors to the poll on behalf of a candidate should be allowed subject to the following conditions and limitations :sx ( a ) " The returning officer shall not permit the registration of any vehicle unless the consent in writing of the agent of the candidate is produced to him at the time when application for registration is made ; .sx ( b ) " The returning officer shall not permit the registration of vehicles for use on behalf of any one candidate in excess of the following scales , that is to say , in the case of election for a county , one vehicle for every 1,000 electors on the register , and in the case for an election for a borough , one vehicle for every 2,000 electors on the register ; Dennison , M.P. , the assistant secretary , and members of the Executive Committee .sx Although the conferences are intended primarily for members of the Confederation , in each case the members of parliament for the district concerned will be invited .sx To-morrow a series of public meetings will be held and a statement issued on behalf of the Confederation .sx Where Britain buys and sells steel and iron is revealed on the striking figures I received yesterday showing the trade in these metals in 1929 :sx It will be seen that while the Empire countries are our best customers , the Continental countries are severe competitors in the home market .sx When 1,000 tons of British steel plate reached Toronto on Thursday , Mr. Alex Dawson , manager of the Toronto Ironworks , said that the quality was excellent and it would be Canadian policy to buy British steel whenever possible .sx FRANCE'S VIEW OF ENGLAND .sx PROF .sx SIEGFRIED'S SURVEY .sx FROM OUR OWN CORRESPONDENT .sx OXFORD , Friday .sx " I will tell you frankly that Frenchmen are afraid of any system under which the relation of England to the rest of the world would be emphasised at the expense of the relation of England to Europe .sx " We are afraid of any system which would put the centre of gravity of the British Empire farther away from Europe .sx " These words struck the keynote of Professor Andre Siegfried's address to the Oxford Luncheon Club to-day on the relations between France and England .sx What united the two countries , he said , was the community of their European civilisation and tradition .sx Frenchmen were not afraid of seeing a strong England .sx " We never try to limit British strength in Europe .sx Let Britain be stronger than we are in the Mediterranean .sx We have no objection to that .sx " Especially we should consider as deeply regrettable any move which would estrange Britain from Europe , and if we come to recognise something like a united Europe in an economic or any other sense , we want England to be in it .sx We believe that a Europe without Britain is utterly incomplete .sx " For the Continent she has been , and should remain , a window on the outside world .sx It is by Britain we know that the British Empire still gravitates to the old Continent .sx " Frankly , we are afraid of a system under which the relation of England to the rest of the world would be emphasised at the expense of the relation of Britain to the Continent .sx What we fear is that Britain should close herself in her Empire .sx A BLOW TO EUROPE .sx " That is your own business - you know where to fix your centre of gravity - but I think that if the centre of gravity were to move away from England to other parts of the world , England would not be the only loser .sx
