hold no brief for or against Mr. Baldwin .sx Official Toryism and unofficial Toryism are both Toryism .sx But though the rebellion against the Tory leadership is .sx concern of ours , the methods of the rebels are quite another matter .sx They have used for the purposes of a personal vendetta weapons which are damaging .sx to Mr Baldwin but to the nation .sx They endeavoured to stampede the electors into a panic of fear and hatred .sx With reckless disregard of consequences , they have made .sx Mr. Ghandhi a bogey with which to scare people to the polls .sx They have tried to kindle international enmity for the sake of advantage in a party feud .sx That is an old story .sx Again and again in its history Toryism whether official or unofficial has stooped to this baseness .sx Parnell , Kruger ( " a vote for .sx the Liberals is a vote for the .sx " ) , the Zinoviev letter .sx Again and again the Tories have appealed to the lowest and most dangerous passions .sx They have bedevilled in sequence our relations with the .sx Irish , with the Boers , with the Russians .sx Now a section of .sx them tries in the same irresponsible fashion to bedevil .sx relations with the Indians .sx There has been nothing more reckless , nothing more unscrupulous , nothing more mischievous , in the politics of our time .sx If as the Rothermere press has screamed incessantly " Gandhi has has his eye on St. George's , " the result should .sx assure him that the majority of people in this country have towards India feelings not of venomous hostility , but of friendship and of desire to find in agreement a solution for our common problem .sx Last Chance !sx YOUR last chance !sx To-morrow the " Daily .sx Herald " Radio Ballot closes .sx And .sx once it is clamed it is closed .sx It uttered in jest .sx For it is the privilege of very few of us to pass through life without occasionally giving way to temper , of varying degrees of heat .sx Therefore , according to Sir Thomas Horder's theory , we are all " shortly mad " at times .sx It is a consolation to know that we are all in the same boat .sx In any case , nobody - man , woman , or child - will worry much .sx We prefer to regard Sir Thomas' observation rather in the nature of a dramatic figure of speech than as a scientific fact .sx Even if it has any scientific basis , there is probably just as good a scientific basis for the theory that a little outburst of temper now and again acts as a safety valve .sx THE MINERS' VOICE .sx PONTYPRIDD has justified .sx the confidence placed in it and has given a splendid lead to Sunderland next week .sx The figures are a crushing answer to Tories who have been pipe-dreaming of a Labour slump and have been deluding themselves , with visions of a pro-Tory landslide .sx They are an emphatic vote of confidence in the Party and in the Government .sx Such a vote from a mining constituency is of double importance at the moment .sx For the coal industry is again facing a difficult situation .sx Active intervention by the Government will again be necessary .sx And for that the Government must feel that it is strong and that it is trusted .sx The difficulty ahead is a triple one .sx The " Spreadover " .sx In the first place the Miners' Federation has decided to withdraw at the end of this month its sanction to the operation of the " spreadover " clauses of the 1930 Act .sx Under those clauses a district may by agreement work an 8-hour day instead of a 7 , provided that no more than 90 hours are worked in a fortnight .sx The " spreadover " has , the Federation contends , functioned badly .sx It has not averted the wage cuts it was intended to avert .sx And it has set district against district .sx The withdrawal of the Federation's sanction will make the " spreadover " illegal , and re-establish 7 hours everywhere as the legal working day .sx Not only that .sx But in July the Baldwin Act itself expires and automatically the 7-hour day comes again into force .sx The third part of the problem is the steady demand of the owners for further wage reductions .sx The Minimum Wage .sx The miners are asking that this be countered by the revision of the 1912 Minimum Wage Act .sx That established minimum figures ( 5s .sx a day for men ) which are to-day meaningless , since they are far below subsistence level .sx The Private Member's Bill introduced by Mr. Potts proposes to substitute for the 5s .sx of the 1912 Act , 12s .sx for hewers .sx 11s .sx for other underground workers , 10s .sx for surface workers .sx A complex situation ; and yet surely the very complexity is an opportunity .sx Dealt with piecemeal , each of these issues may provoke struggles which could not fail to be disastrous to an already sorely-tried industry .sx But if they are brought together and into relation with each other , is there not opportunity not only for negotiation but for a settlement and a pacification of the whole industry ?sx Mr. Cook yesterday hinted that something of the kind would be possible from the miners' point of view .sx Mr. Graham's and Mr. Shinwell's willingness to help is assured .sx Can the country look to the coalowners and the Opposition parties also to be helpful ?sx Eve in Shorts .sx WHILE self-conscious Man hesitates between shorts and trousers , and hot days are on him again with his dress problem still unsolved , it looks as though Modern Woman is once more going to blaze the trail of sartorial progress .sx It is said that the powers that be have decided the time is ripe to put Woman into shorts for such purposes as tennis-playing , hiking , and other outdoor pursuits .sx Soon these abbreviated nether-garments are to have their honoured place in the drapery shop windows , along with skirts , long and short .sx In fact , we are promised some-thing in the nature of a revolution this summer .sx Those who , on the strength of the revival of the long skirt , predicted that we were in for another era of " leg-less " women , will realise how futile it is to prophesy about Eve's intentions .sx Who'd have dreamed that the battle of the skirts would have been won by the " shorts" !sx THE tragedy of the disaster to the Royal Scot is illumined by the heroism which it called forth .sx Driver and fireman , holding their posts to death , though they might have leapt clear , were loyal to the splendid tradition of their service .sx The gallantry of the doctors and of the volunteer rescue parties , risking their own lives to aid the injured , the courage of the injured themselves , are beyond all praise .sx We add our thanks to them for their heroism to our deep sympathy for the families of the dead .sx RADICAL ISSUES .sx TO-MORROW'S meeting of the Parliamentary Liberal Party will mark a turning point in modern political history .sx Put in a nutshell , the issue confronting Mr. Lloyd George and his colleagues is whether the Liberate of the Right or the Liberals of the Left are to determine the policy of the Party .sx Does the Party want a Tory Government with all-round Protection , high prices and low wages at home and reaction abroad ; or a Labour Government vigorously pursuing a progressive programme both in internal and foreign affairs ?sx Slump in Votes .sx Liberal electors have evidently been putting this question to themselves , and the huge slump in the Liberal poll at by-elections is proof of their dissatisfaction with the present indecisive policy .sx The Tories , and , doubtless , Sir John Simon , will say that the defection of Liberal voters is due to the too-friendly attitude of the Liberals towards the Government .sx That is a partisan deduction which does not square with the facts .sx
